The diagnosis is Encapsulated neuroma. The degenerative atypia seems to have illicited a range of diagnoses!

A well-circumscribed dermal smooth muscle lesion showing at least focal pleomorphism - I think this is a cutaneous LEIOMYOSARCOMA of probable vascular origin (as well circumscribed and confined to dermis).

Schwannoma certainly a differential which I would consider. In day to day practice, will do IHC: SMA, desmin, S100 protein.
