My diagnosis:

SKIN, LEFT ARM , SHAVE BIOPSY :
-- ELASTOTIC HEMANGIOMA
COMMENT: This kind of hemangioma occurs commonly on the forearm or the neck of middle-aged to elderly women, as a rule. I believe this particular case is a fairly classic example.
