Purely on the histology my first reaction was cold injury / pernio. I like the suggestion of PLE (but I have very rarely seen that in real life) and I will throw in lupus (tinge of mucin).

Agree with Polymorphous light eruption.
Superficial and deep perivascular mononuclear infiltrate with sparse eosinophils, marked pseudo-bullous papillary dermal edema, reactive keratinocyte changes, and a new parakeratotic stratum suggestive of recent, acute onset.
Clinical suggests symmetrical sun-exposed sites. The differential might otherwise include arthropod assault reaction.

I also thought initially that this resembles pernio pretty well, but after seeing the clinical description, I favor PMLE.

I apologize for the delay. I was having computer problems and couldn't log on earlier. Regarding the diagnosis, I called it PMLE as well.
