The presence of eosinophils make me think in Lichenoid drug eruption.

There is a lichenoid interfase dermatitis with eos and a little bit of hypergranulosis, vacuolar degeneration of the basal layer with clusters of necrotic keratocytes makes more probably lichenoid drug reaction.

A scaly papular rash, with lichen planus-like reaction and pigment in dermis makes me think of lichen planus pigmentosus, but too many eosinophils in inflammatory infiltrate...CPC mandatory here..
