Hobnail Hemangioma/targetoid hemosiderotic hemangioma.

Agree with Vincenzo, almost looks like THH, however we should ask clinical information about radiotherapy nearly the lesion and rule out an Atypical Vascular Proliferation as well. Less probably Kaposi Sarcoma.

I favor Kaposi. If this lesion has dilated vessels in its superficial portion I would favor Hobnail hemangioma instead. HHV8 please. If negative I can call hobnail H.
