Difficult, but agree with Eman. Cystic Panfolliculoma.

I labelled this a proliferating and verrucous pilar cyst with sebaceous differentiation (including sebaceous ductal differentiation) with papillary mesenchymal bodies. i.e. a mixed folliuclar-sebaceous lesion. Today when I looked at the images on the system blind I also went for cystic panfolliculoma! Does anyone have any references?

It's benign and academic I guess!
