Never seen a similar case yet. 
It looks like a LPP with cysts and comedones.

I was wondering since it is nape of neck, prone to actinic damage

Lichenoid  seborrheic keratosis or Lichen plants pillars 

please suggest

Agree with lichen planus follicularis timidus. Based on location and these dilated keratin filled cysts points towards this as opposed to LPP.
