This image is hard to interpret.  I think it has been digitally manipulated to brighten it up which distorts the colour reproduction.  There appears to be an area of possible mucinous degeneration or oedema in the dermis.  I cannot think of a form of amyloidosis that would present on the calf and be misinterpreted as a cyst or panniculitis.  I don't know what it is, but I think we are not seeing an accurate version of what Hafeez Diwan saw down his microscope.

Myxomatous stroma, atrophy of the epidermis, scattered spindle-shaped and stellate fibroblasts, and collagen-fiber dissociation (cleft-like spaces), Solitary cutaneous focal mucinosis.
