Could be localized bullous pemphigoid. Although, location is unusual, DIF and IIF needed to distinguish from LABD and inflammatory variant of EBA.

Looks like BP but the distribution is more compatible with Linear IgA

Agree with a Brunstig-Perry ( head/neck-restricted ) Cicatricial Pemphigoid.

Thank you for your comments. 

The final diagnosis is:  Localized epidermolysis bullosa acquisita. Please see the IMF result. 

The differential diagnoses to consider are:

Anti-p200 pemphigoid
Dermatitis herpetiformis
Linear IgA disease
Bullous systemic lupus erythematosus
