A 26 year-old male presented with a one-year history of a dozen papules with atrophic white centre and thin erythematous and telangiectatic rim, scattered over the trunk, upper and lower limbs, sparing the face. Otherwise well.

Hyperkeratosis, epidermal atrophy, homogenization of upper dermis and thrombotic vasculopathy are the salient features. Atrophic papulosis (Degos's syndrome) is the condition that comes to my mind. Clinical features are supportive of this diagnosis.

I agree looks like malignant  Malignant? atrophic papulosis (Köhlmeier-Degos disease)
